Manipulate To header according to P-Location and Priority

Your advice please:

We have 5 different sites and all the calls are routed ( IN and OUT) from the main site.

I would like to route  Emergency calls to the nearest police station/hospital etc to the site that originate the call.

I'm using Avaya Session Manager and I add the location to the P-Location and add emergency to the priority param.

I would like to add a 5 digits so-fix to emergency Number  according to the site that originate the call.

emergency number : 106

site a : 09000

site b : 01500

The manipulate To should look like  <sip:10609000....

I define the following HMR:
