concurrent requests do not complete after applying patch 21845960

Greetings,

We need to apply patch 21845960 on the 10.1.3 OH per CPU documentation. Patch applies successful, no errors. We start ebs, try to run concurrent request, request will not complete. No errors in the request log. Request log has this "Starting concurrent program execution..."

Requests will not complete.
