Workforce plantype not created when creating an Hyperion Project Financial Planning Application

When we created application with Project Financial Planning, the application got created but the workforce plantype is not created. Capex plantype got created but we couldn't see any default forms in Capex folder. We created for basic project selecting NONE for Project type. Please suggest what could be the error.
