Allowed Lot Status - Lot Effectivity

We are trying to use allowed lot status groups to move inventory via a ST/OT process.  What we found is that even though we have the lot group defined if the lot is not effective (i.e. effective date is in 2 days) we cannot process via a pick slip.

Is this a setup issue or will JDE just not allow it when the lot is not effective?
