Why doesn't OEM 13.2 work properly with TLSv1.2 ?

We are a large volume consumer of OEM with a large 12c deployment we are looking to upgrade to EM13.x release.
One of the major selling points and reasons for making the move is of course our need to be "network secure" taking on the latest best practise security recommendations.
However it does appear that Oracle have lost focus on the network security aspects of the OEM product and that is extremely worrying for consumers.

Taking an "out of box" simple delivery of EM13.2 (with latest bp), setting up auto-provisioning to an LDAP service (This feature is crucial to us) and then secure the OMS upload/console to TLSv1.2 and guess what... Users can no longer login to OEM
