Security Project Costing

I need to set up a security in project costing by team-based, further, I need an "super user" that can view all the projects like an administrator. In grants management there are a role "Grants Super User", but I don´t know in Project Costing if there is something similar.

With team based security the access to a  project is limited to people defined as project team members by the Project Manager, But I have other user that can view all projects.

Please Let me know your opinion.
