SQLT why is the SQLTXPLAIN password needed

Our DBA is okay with allowing senior developer to work with the SQLT tool but he is NOT okay with allowing REQUIRED access to a password for this.

1. Why is it required? (I know it says to export the repository.)

2. What does it do or grant?

3. Should my DBA be concerned?

     Will I be able to reset the password? Delete the schema? Create 10,000 new tables to test out my new startup?
