Does Oracle 12c Release 2 include stand alone database for on-prem?

Hi everyone,

The marketing terminology is confusing: "The latest innovations for Oracle Database are now available in the cloud first."

Does it mean this release is for cloud community, then, release for on-premise community will come later secondly?.  If so, when the 12c R2 for the on-prem is available? 

I just downloaded 12c R2 install image = winx64_12201_database.zip. Will this download install a regular database on prem as other Oracle releases?
