Is there any way to allow some users for override/update of the tax calculated by System?

In E-Biz Tax we can allow users to override the tax calculated by the system using the 'Controls and Defaults' options available at Regime, Tax level etc.

-->Allow Override for Calculated Tax Lines

-->Allow Entry of Manual Tax Lines

But these controls will impact the entire users, instead is there any possibility where only authorized users are allowed to override/update the tax calculated by system?

We are on 12.1.3.
