OSP Item not pulling ASL info

We have set up an item for Outside Processing but if I tie this item to the ASL list, the process breaks.  From what I have found, the setup are all correct, the flow works just fine as long as the item is not on the ASL  but we need this item to pull the supplier automatically.   Any help pointing me in the right direction would be greatly appreciated. 

BOM Resource

--Type = Miscellaneous

--Charge Type = PO Move

BOM Department is tied to a location

Item master shows this item as Outside Processing enabled and it has a list price associated with it
