is it possible to put entire voucher on hold when a line exceeds tolerance at P4314?

We are one JDE E1 version 9.0

We would like to use the tolerance rule at voucher match step.

We do want to generate a new pay status when one or more lines exceed the tolerance.

Actually, I did a test and it generate 2 lines, one with pay status = A and one with pay status = H (the one set in the PO of P4314).

Is it possible to put all the voucher on hold if one or more lines exceed the tolerance,  This to avoid creating partial payment ?
