MRP - Setup Loss

Is there a setting in JDE to account for materials lost during machine setup?  The material loss is not dependent on the Work Order quantity and thus cannot be set up through Shrink, Yield nor Scrap.  We would like MRP to account for this loss when planning for materials needed.
