setup and queue time on Routings

How can one indicate the setup time on an operation?And how can one indicate the queue time on an operation on a routing?

Is there any other way to do so apart from creating psuedo resources to indicate the queue and setup times and adding them on routings?

There is a Setups button in the Resource defintion screen - is this used for defining setup times in a non-Mfg scheduling env?
