Why can't I reuse an Account Derivation rule?

We have set up an Account Derivation rule to derive the Account Segment for the Landed Absorption cost journal line type for the Event Class, Receipt into Receiving Inspection.(See attached document for screenshots of set up)  We are trying to reuse this Account Derivation rule for the Journal Line Type, Inventory Valuation, in the Event Class, Miscellaneous.  It does not show up in the LOV for the Account Segment.
