ESBC error 483

Trying to find the reason for these calls being marked as Failed, when they appear to have been successful.  I have calls that show a result "Failed-483".  Checking the session details show 18 lines with Max-Forwards values of 64 or greater.  No entries in the session details show max-forwards: 0, and the call was connected for 10 minutes.
