Why my 12C stanalone DB does not user direct read/write on CTAS operation?

Why my 12C stanalone DB does not user direct read/write on CTAS operation? I run the same statement on the 11g RAC instance and direct Read/Write was used and completed in half of the time comparing the the 12C DB
