Full Package Build Failing - PKGCLTINIT0028 ERROR: Message not received by server. Error Connection

Im trying to complete a full package build for our E1 9.1.2 (TR 9.1.5.2) environment and regardless of what I tinker with it always fails after building the specs on the enterprise server.

Both the ent and dep server are Windows Server 2008 R2 Datacenter edition and have had full packages built in the past.

It always fails after 2 hours.  I see the enterprise server building the specs with CL.EXE and once it's done just goes idle until the 2 hour mark.  There is no firewall, IPv6 is turned off, DEP server and Ent server are VM's and right next to each other....
