Unable to see seeded Purchasing Category set to assign Default category sets

Purchasing category set is not available in LOV in R12.2.6,

Note: as per our business requirement, i have created ITEM_CATEGORIES  (3 segments) and PO_ITEM_CATEGORY (2 segment), i am trying to assign Default category Purchasing, but its not available in LOV
