TNSPing results inconsistent values whereas PING to same server results in consistent 3ms response

I have oracle 11gR2 running on Windows 2008 R2. Its RAC database with 2 nodes.

While doing the TNSPING to server it results in inconsistent values like 20ms, 30ms, 1006ms and then 1018ms also sometime 2309ms

This makes me assume that underlying network has issues. But when I ping to same server its results are quite consistent as 3ms.....3ms...3m.

This leave dought as might be the listener has problem, how i can verify listener performance?
