ora-12514 after switchover

Hi,
After the switch over .when tried to connect to database using the service name started by the broker (by trigger) getting the following error.
ORA-12154: TNS:could not resolve the connect identifier specified
if we change the service name to the one with the oracle_sid ,which is seen in services.msc.it works.
SQL> show parameter service;
NAME TYPE VALUE
------------------------------------ -------------------------------- ------------------------------
service_names string dclive
Pls suggest ,how to fix this issue?
