Custom Integrators - Exceptionjava.sql.SQLException: ORA-04068: existing state of packages has been

Hello Experts

I need your help in overcoming ORA-04068 situation. (Our EBS instance is 12.1.3)

The importer rules in my Custom integrator is defined as shown in attachment "importer rules".

When I create Document and enter values and upload all works fine until my second upload.

After I save the template locally, close it altogether, exit out of the application and then try to open just the desktop version and enter some data and attempt to upload, it prompts me to login and choose responsibility which is fine. But when I try to upload, I get to see the following error message in the bne log file (Attached here).
