How to Restrict Trade Supplier & Employee Supplier Creation?

We have below requirement,

PO Users-->Should be able to Create/Update Only 'Standard Suppliers' & Inquiry Access to 'Employee Suppliers'

HR Users-->Should be able to Create/Update Only 'Employee Suppliers'

I have gone through the below notes, but still need more inputs on restriction of usage.

R12: Employee/Standard Supplier Inquiry/Update Responsibility Setup Diagnostic Test (Doc ID 1385028.1)
