9.1 SM Console Installation issue with Weblogic 12.3

I am in stalling JDE 9.1 and Deployment server and Ent servers are ready.

I have updated the Deployment Server tools to 9.1.5.10. Before running the Workbench, I need to update the Enterprise server to this release, for which I am installing the SM console.

Installed Weblogic 12.3 and trying to install the SM console 9.1.4.6 on it.

When running the SM console installer, it is failing with the attached error.

Below some extract from the InstallActions log.
