How to apply language patches after the main patch R12.CLL.E.2(22656200) has been applied

I applied the patch R12.CLL.E.2(22656200) as indicated in the note LAD Add-on Localizations - R12.2: CLL Minipack E.2 installation Instructions (Doc ID 2105440.1)

For Customers Release 12.2.4

$ adop phase=apply apply_mode=downtime patches=22656200,22656289,23518880 merge=yes

But now I need to apply the PTB, F and ESA languages for patches 22656200,22656289,23518880.
