Sessions spawing to available instance

Hello Gurus, 12cR1,RHEL 6 I'm confused how can a session gets connected to available instance when the service is configured to be preferred on only 1 node even when instance OP15C1N2 is up and running. New connections/sessions are getting to available instance OCP15C1N1.

My understanding is sessions should connect to available instance in case of failover,isn't it correct?

srvctl config service -d OCP15C1
