Periods not appearing in Translate Balances LOV

Non of the period from the prior year are showing in the Translation Balances LOV. Translation has been run before for the period. What are the requirements for a period to show in the LOV?

as suggested in Doc ID 1930347.1 and others I have checked period and spot rates and they are defined for the period in question.
