MRP generating both pegging orders and planned orders?

We're running into an issue where MRP (R3483) is generating messages for the same items as both pegging orders and planned orders.  We're using process manufacturing so we generate planned orders for Process Parts (R stocking type) so the messages for the end items (M stocking type) appear to be incorrectly duplicating requirements for the raw materials.   Dates and quantities for both the planned work order and the pegging order are the same.  They peg up to exactly the same requirements.  I've tried running R3483 as a single job with no data restrictions and get the same result .Any suggestions?
