CPU utilization vs CPU load in OEM

Hi,

I want to reduce the CPU assigned on our database servers since it seems not being consumed to the fullest meaning the CPU allocated is higher than what is actually needed.

My first question, is my above assumption correct (CPU allocated is higher than what is actually needed)?

Second, what's the relation of CPU utilization to CPU load? We have one database server that shows CPU utilization is low but CPU load is a bit high and I'm concerned that when I reduce the CPU of this server, CPU load will peak and cause performance issues.
