SLA: Developer Main menu function cannot open up

We are using EBS version 12.2.4 on oracle enterprise Linux 6.8

I have posted my post to general ledger forum, but they ask me to post to asset product forum. I am not sure if this is the correct forum. But it is the only forum I found out there with asset in the name.

We have a responsibility that is using the oracle seeded SLA: Developer Main menu. When try to access the forms under this menu, we are getting form run time error frm-40031.

I have tried to regenerate the form files for the XLA product using adadmin. But under $XLA_TOP/forms/US, only one fmx got regenerated, all other have not got regenerated and the date stamp is still showing old one. Why would that be? So far, this is the only thing I can think of to be able to recompile and see if that works, but for some reason it is not recompiling. Gurus, any idea? Please advise. Thanks.
