How to set up AL Construction Fee?

Hello,

How does one go about setting up the AL Construction Fee in JDE to ensure the foreman level down to laborer workers total gross wages are taxed at .15% in 2017?

I think it should use Tax Type F1 and I can see information in the Vertex Calculation Guide that pertains to this ... but not sure if it's only an "01" tax area for TARA/TARR? Also, how are employees determined to be "foreman level down to laborer" workers - using EEO codes for 006, 007 & 008? another method??

Any guidance is greatly appreciated!
