How to bring IE to the front when launching an OAF page from EBS Forms

We have noticed in v12.2.5 that if you launch an OAF page from an EBS Form, the Internet Explorer window stays behind the Java window.  The browser loads correctly with the new page, but unless the user is aware of this quirk (and swaps manually back to IE), it appears that nothing has happened.

It worked correctly in v12.1.3 - does anyone know of a way of getting IE to the front when a page is launched in this way?
