request "Receiving Transaction Manager" no manager

There are two "Receiving Transaction Manager" ,one is concurrent request,and another is concurrent manager.

Concurrent request :
Receiving Transaction Manager => RCVTPO => rvtbm_ctrl

Manager
Receiving Transaction Manager => RCVOLTM

--------------------------

when I submit the concurrent request "Receiving Transaction Manager",it was stuck with PHASE is 'Inactive' and Status is 'No Manager status.

I assume that the concurrent manager 'Receiving Transaction Manager(RCVOLTM )' handles the concurrent request 'Receiving Transaction Manager (RCVTPO)'

so I active the manager(RCVTPO) ,but concurrent (RCVOLTM) not any change still stuck.

I restart the all the concurrent manager,but there is not any change (standard manager works well ).
