user password

The user password was fat fingered and needs to be recovered.  I know I have to boot to diags to recover it, but the problem is, I can't seem to get into the console without the user password.  Normally, we telnet to the console port and this automatically asks for the user password.  I've tried passing the -l admin command, but the SBC seems to ignore this and still requests the user password. 

telnet -l admin 10.10.10.10 7002

Any ideas?  It is a 4600 running 730m2, if that matters.
