I have setup the "FUND 76" as "ABSOLUTE" with PJTD

Current076-0001-0001-600000-00001-01-01-00001077-9999-9999-699999-zzzzz-zz-zz-99999AbsolutePJTDProjectMODIFIED BUDGET                       

Now I'm trying to test below scenario's but both failed the Testing. Please Let me know your suggestion as why scenario1 did not pass funds checking in spite of having funds on PJTD

Scenario 1:SHOULD go through

Try to encumber or pay $13,000 to this line:
076.8260.0571.627012.BD116.01.01.57141 in PERIOD MAY-17

In YTD, $0 FA.

In PTD, $13,188.70 FA.

Scenario 2:Shouldn't go through.

Try to encumber or pay $160,000 to this line:
076.8260.0017.627012.BD116.01.01.56732 in JAN-17

Funds only available in JAN.
