Oracle EBS R12: re-approving BPA after changing Supplier Contact information

Is there a change to doesn't need re-approving a BPA when you just change contact information. Since you are not changing terms and conditions, why is it necessary to submit again the BPA to approval process.

I Appreciate your help if there is a possibility bypass this approval process.
