JDE Address book and JDE User Security

My company has 2 data libraries on our 8.12 platform and 3 data libraries on our 9.1 platform.  To facilitate more accurate audit reporting, we are contemplating a mechanism that will maintain all user address book records as a search type 'U', and store those AB records in either a single data library, or optionally, all data libraries.  Because many of the users exist in multiple data libraries, there are records in the F0092 that have different userids, but the same AB number.  We want to start by renumbering the employee AB's in a new range, and save them as
