Picking Order for WIP component pick release

If there is no picking order assigned to subinv and locators , when component pick release is done for a WO, Oracle normally should pick material from the subinv and locator in ascending order example if there are two locators A and B (both in the same subinv say S) then inventory in locator A gets picked before that in B however we are seeing that Oracle is picking material in FIFO .As an example below:

Material X received in subinv S and locator A for qty 20 on 3-mar-2017

Material X received in subinv S and locator B for qty 11 on 11-mar-2017
