SL_CLEARALL is not working during execution of ImportSecurity

I am attempting to clean out security in an existing v11.1.2.4.004 Planning application so that it can be rebuilt with a better design. I am trying to use the "ImportSecurity "DNABPS,admin,,0,SL_CLEARALL"". I have limited the size of the secfile.txt to 1 record. After it completes successfully, I then run an "ExportSecurity /A=DNABPS,/U=admin" and it still returns 589 rows of detail in the secfile.txt that's created.

This application has been through 2 upgrades; from v9 to 11.1.2.1 and from 11.1.2.1 to 11.1.2.4. The ImportSecurity and ExportSecurity utilities work fine for the other applications, but I have not needed to run the SL_CLEARALL on any of them. There are no issues captured in the ImportSecuritylog.txt file.
