Unable to convert 2.7 simphony mr6 db to 2.8; Db upgrade is not happening

Heloo Guys

I am doing an inhouse testing : 2.7 mr6 db converting to 2.8;Db upgrade is not happening

getting error

Failed on: ExistingPasswordConvertToEncryptPassword

  Failed upgrading table WORKSTATION_DB_CREDENTIALS: Failed to retrieve Passphrase information from MCRSCACHE. Error: ORA-12516: TNS:listener could not find available handler with matching protocol stack
