Physical Invetory adjustment allows Secondary quantity to go negative

I performed a physical inventory count.  The primary counted quantity was less than the system quantity on hand.  The secondary counted quantity entered was greater than secondary quantity on hand.  When the physical adjustment posted, it drove the secondary quantity on hand negative.  I expected the adjustment to fail or not be allowed to be approved.

We use OPM but I will also post this in the logistics community.
