Need to create a user with Deployer and User Management Role

Hi All,

We have a requirement where we need to create a user with deployer group added who can also perform user management tasks. We are not allowed to have ADMIN role assigned to that user due to security concerns.

Is it possible to have a user created with deployer group who can also perform the user management tasks?

Please suggest.
