ISS Approval Business Service Fails in Simulator with Unable to load message 0xffff (SBL-GEN-00000)

Using the Business Service Simulator, the ISS Approval Bus Service Business Service fails with the following error:

Unable to load message 0xffff  (SBL-GEN-00000).

In the reference document (Doc ID 2254037.1) , In the solution it says "

Refer to Document 975515.1, in the references below, for details on how to track this issue.". But I cannot track the issue or I cannot find the referred bug ID in the patch fixes available.

Can you pls guide me on how to solve the issue. Im using Siebel 8.1.1.14 [23044] PS 13

Also when I use the ISS Approval Bus Service Business Service in a custom workflow, same error is appearing.
