Carrier in regular sales order and drop ship sales order

I noticed that in a regular sales order (both P4210 and P42101), I have the ability to override the carrier information in the order header.

However, when doing a drop ship sales order (also P4210 and P42101) the carrier field is protected from override.  I checked the processing options and they are fine.

Can someone tell me why the drop ship order protects the carrier number, but a regular sales order does not?

Is there are way to change this, without a modification?
