Time keeper setup in order to approve timecards to get routed to time keeper irrespective of HR supe

Hello Guru's

I have requirement for setting up new keeper group for one country to enable the timecards of all members gets routed for approval to this timekeeper when their timecards are submitted

Please advise how to do it.

We already have few timekeeper group for other countries
