Upgrading IP2015 to IP2016

Can you please confirm the steps for upgrading to IP2016 from IP2015 . As per documentation

Siebel CRM version 15.5 and laterSiebel CRM version 16.0
  • Migration installation of Siebel Innovation Pack 2016 (version 16.0).
  • Incremental repository merge.
  • Use incremental repository merge to bring the repository to version 16.0 or later.

1)Reconfigured-SWEAPP

2)Installed IP2016 patch 13 siebel gateway, siebel server, webservers

3)Do i need to upgrep the database or I can Merge Repository- Siebel Tools

Can you please confirm
