Files intermittently getting stuck in GenWWW status

We are on Webcenter content 11.1.1.9.  When we try to check in few content, some of them are coming into released status and some are stuck in GenWWW status and Web content for that item is not created (ie. no file in weblayout and file present only as native file).

I checked the release date of that file in Repository manager > Filter > Show extra columns. They are on that day files only.  Also there is no work flow defined for these files. We are not using IBR. In other words, there is no IBR provider defined. Files are images and txt only
