First Party Legal Establishment

I'm looking to setup a VAT tax for reverse charge.  I believe I need to create a Party Tax profile for the the "First Party Legal Establishment" with a Party Name of the Operating Unit that the regime and tax are currently configured for, however when I go to do this my Operating Unit does not appear in the List of available Party Names under the Party Type of "First Party Legal Establishment".  How would I go about getting the Operating unit to appear in the Party Name to allow the update of the tax registrations which would allow for
