Can we not require UOM conversions on ST orders

When we upgraded to 9.1, we uncovered that we now had to set up a UOM conversion for each item that was going to be sent on an ST order (weight).  Since we aren't using the system transportation module, we are wondering the necessity of it and if there is something we can change to avoid that step as it creates extra work we don't need.
