AGIS Batch Approval Issue - Want Multiple Approvers, Approves After One

"We are experiencing an issue with AGIS batches.  We have setup three approver groups and voting method of first responder wins. The expectation is that the transaction will only be approved when ALL three approver groups approve the transaction.  When testing this, the transaction is being approved from the first approver group alone.  Is this the expected functionality?  Is there some setting we are missing?"
