Flat rate dbas not calculating during pre payroll

We are processing employee enrollment records through batch enrollment, enrollment with eligibility and with the R085524 update program from ESS and when we process payroll, there are no deductions or expense amounts being calculated where the method of calc is set to $.  We have verified that the enrollments records are showing in enrollment overrides and the employee dba instructions.  Anyone else having this issue?
